ACADEMIC SENATE
Minutes
March 21, 2007
C. Britton called meeting to order at 4:04.

2. CCA (Bezayiff)
Vote in the upcoming election. S. Regier is to run for campus chair. No campus representative is running.
3. Curriculum (Britton)
Discussed changing “Objectives” section of the official curriculum standards form to the “Student Learning Outcomes” section. Discussed streamlining any curriculum changes to a more user-friendly process.
4. PC Foundation
Spring Festival has been rescheduled for fall – September 29, 2007. Originally it had been scheduled this spring on the same day as the Hall of Fame Sports Banquet.
5. Division Reports
Fine Arts - expressed frustration at the lack of public communication from the BEMAP committee. The BEMAP committee does not have an official secretary to take minutes of the meetings. The Senate encourages all campus-wide committees to have clerical help for minutes or an official secretary to take minutes.
Adjunct – the Kern Community College District wants another election to determine whether the adjunct can be represented by CCA. PERB has sent the district a letter saying that they must show cause for this. Also, some adjunct has not been paid yet – stories from department heads and professors show that this is due to mistakes and problems at the district and the local college.
Chancellor Serrano has made changes to the BAM over the objections of all faculty and staff involved in the process. All three Academic Senates of the three colleges have voted against her Budget Allocation Model. There will be an open meeting at BC with a representative from the State Academic Senate and a representative from the Community college League of California on Friday, April 13th so that both sides can seek resolution.
2. Division Reorganization Resolution
Business, child development, and applied technology will ask to combine into
one division. Discussion centered about the reduction of faculty representation
on committees (and whether these professors were able to attend all the meetings
for which they would be scheduled).

It was also mentioned by Mary Jo Jordan that the Education and Career Development division is being terminated (knowingly or unknowingly). Prudy Tanner is gone, Maria Roman is now working under Miles Vega (chair of Student Services division), and Muriel Josten is now working under Darryl Nelson (chair of Fine and Applied Arts). The Senate President will look into this matter to find out what process is or is not being followed by the administration.
1. BEMAP, Enrollment Management Committees
The Academic Senate recommends that the BEMAP committee have one person responsible to record the minutes of the meetings – a classified, secretarial person would be a good idea.
2. Non-teaching faculty
Discussion of reclassification of non-teaching faculty. Having non-teaching
faculty listed as faculty is hurting us financially, giving us a dishonest
reading for the 50% law, and limiting our ability to obtain more teaching
faculty. This issue must be negotiated between CCA and administration.
3. 2008-2009 Academic Calendar
D. Bezayiff to help Craig compose the first draft.
4. Faculty Hiring Ranking
Professors usually are most knowledgeable about the needs of the college related to teaching and classes. The Academic Senate should be on the fore-front of recommending and ranking professorial hiring and making our recommendations to CLC. The Senate will begin developing this resolution.
5. College Mandatory Reserve
(Informational item) Chancellor Serrano wanted huge, individual college
reserves besides the district reserve. The reserves would be large enough to
cover payments if every classified staff person would take a vacation and all
teachers would cash in their banked load at the same time. This would never
happen because these need administration approval, so the need for this much
reserve is seen as not necessary.
6. Estimated FTES
(Informational item) All colleges had a decrease in FTES for Spring of 2007. BC (-2.3%), CC (-.21), PC (-9.76%). District total (-3.21%)
7. Faculty Office Security
One professor brought up that his office may have people coming in snooping
in his office or on his computer. This may have happened over a period of
months. He was able to ascertain this by changes that had occurred from when he
left the day before. He wondered if it was the computer technicians, and
whether they should leave a card or something saying that they had been there.
AS President will bring this to President Carlson’s attention.
8. Student Services
The Student Services Division now offers online counseling services via email. Mile Vega is in charge of this. He presently receives a few questions per day, and has received questions from around the world! He has received up to 5 questions per day.
