Our Commitment
Porterville College is committed to ensuring that its website and digital content are accessible to all users, including individuals with disabilities. We strive to provide an inclusive online experience that meets or exceeds the requirements of applicable federal and state laws, including Title II of the Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act of 1973, and Section 508 of the Rehabilitation Act.
Accessibility is an ongoing effort at Porterville College. We are continually working to improve the usability and accessibility of our website to ensure that all visitors can fully access the information and services we provide.
Accessibility Standards
Porterville College is working to conform to the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA as required by the U.S. Department of Justice’s 2024 final rule under Title II of the ADA. We also reference WCAG 2.2 guidelines as a best-practice benchmark for our ongoing remediation efforts.
These guidelines are organized around four core principles. Web content should be:
- Perceivable – Information and user interface components must be presented in ways that all users can perceive
- Operable – User interface components and navigation must be operable by all users
- Understandable – Information and the operation of the user interface must be understandable
- Robust – Content must be robust enough to be interpreted reliably by a wide variety of user agents, including assistive technologies
Our Ongoing Efforts
Porterville College has undertaken a comprehensive accessibility remediation project to bring our web presence into compliance. Our efforts include:
- Systematic review and remediation of all pages across the Porterville College website using automated scanning tools and manual evaluation
- Conversion of PDF documents to accessible HTML pages to improve screen reader compatibility and mobile access
- Adding descriptive alternative text to images, meaningful titles to embedded content, and proper labels to form elements
- Ensuring proper heading structure, color contrast, and keyboard navigation across all pages
- Providing captions for video content
- Training staff who create and publish web content in accessible design practices
- Working with our content management system vendor (Modern Campus) to address template-level accessibility issues
- Conducting regular accessibility scans to identify and resolve new issues as content is added or updated
Known Limitations
While we strive for full accessibility, some content on our website may not yet be fully accessible. Known areas where we are actively working to improve include:
- Some older PDF documents that have not yet been converted to accessible HTML formats. We are prioritizing these conversions based on traffic and student need.
- Third-party content and embedded applications whose accessibility is managed by external vendors. We are working with these vendors to improve the accessibility of their tools.
- Some template-level components in our content management system (CMS) occasionally require fixes from our CMS provider. We monitor these consistently and carefully, and we document and submit discovered issues to our CMS provider for resolution as needed.

Applicable Laws and Guidelines
- Title II of the Americans with Disabilities Act (ADA) – Prohibits discrimination on the basis of disability in all services, programs, and activities provided by state and local government entities
- Section 504 of the Rehabilitation Act of 1973 – Requires that no qualified individual with a disability be excluded from participation in programs receiving federal financial assistance
- Section 508 of the Rehabilitation Act – Requires federal agencies and entities receiving federal funding to make their electronic and information technology accessible
