California College Promise Grant (CCPG) Academic and Progress Standards
The California College Promise Grant (CCPG), formerly known as the Board of Governors (BOG) Fee Waiver, helps eligible California community college students by waiving enrollment fees.
Students must meet California's academic and progress standards to continue receiving the CCPG. These standards are separate from the Satisfactory Academic Progress (SAP) requirements used to determine eligibility for federal and other financial aid programs.
Academic Standard
Students must maintain a cumulative grade point average (GPA) of 2.0 or higher.
After attempting at least 12 semester units, a student with a cumulative GPA below 2.0 may be placed on academic notice.
Progress Standard
Students should successfully complete more than 50% of their cumulative coursework.
After enrolling in at least 12 semester units, a student may be placed on progress notice when withdrawals (W), incompletes (I), and No Pass (NP) grades make up 50% or more of the student's cumulative enrolled units.
When Can I Lose My CCPG?
A student may lose CCPG eligibility after being on academic notice, progress notice, or a combination of the two for two consecutive primary terms.
At Porterville College, the primary terms are Fall and Spring.
Loss of eligibility becomes effective at the first registration opportunity after the determination is made.
A student must also have attempted at least 12 units before CCPG eligibility may be lost under these academic and progress standards.
What Does “Two Consecutive Primary Terms” Mean?
Fall and Spring are the primary terms. A break in attendance of only one primary term does not necessarily restart the count. The counting of two consecutive primary terms starts over when a student does not attend the district for two consecutive primary terms.
Notification
Students placed on academic or progress notice will be notified no later than 30 days following the end of the term that resulted in the notice. The notification will explain the student's status, that two consecutive primary terms of academic or progress notice may result in loss of CCPG eligibility, available support services, and applicable appeal rights.
Students are encouraged to meet with a counselor or other appropriate student services professional as early as possible.
What Can I Do to Maintain My Eligibility?
To maintain your eligibility, you can:
- Maintain a cumulative GPA of at least 2.0.
- Successfully complete more than 50% of your cumulative coursework.
- Enroll in a course load you believe you can successfully complete.
- Meet with a counselor and keep your Student Education Plan current.
- Use tutoring, academic support, accessibility, and other student support services when needed.
- Contact the Financial Aid Office if you receive a notice concerning your CCPG eligibility.
Appealing the Loss of Your CCPG
Students who lose CCPG eligibility have the right to an appeal process. An appeal may be considered when documented circumstances affected the student's ability to meet the academic or progress standards.
Examples of circumstances that may be considered include:
- Verified accidents, illnesses, or other circumstances beyond the student's control.
- A documented change in the student's economic situation.
- Evidence that the student was unable to obtain essential student support services.
- A disability-related circumstance in which the student applied for, but did not receive, reasonable accommodations in a timely manner.
- Significant academic improvement.
- Special circumstances associated with participation in CalWORKs, EOPS, disability support services, or veterans services.
Supporting documentation may be required depending on the reason for the appeal. Contact the Porterville College Financial Aid Office for current appeal instructions, required documentation, and submission deadlines.
Significant Academic Improvement
Significant academic improvement may be considered as part of an appeal. Significant academic improvement generally means achieving at least the minimum academic and progress standards: a cumulative GPA of 2.0 or higher and successful completion of more than 50% of cumulative coursework. Contact the Financial Aid Office for appeal instructions and documentation requirements.
Regaining CCPG Eligibility
A student may regain CCPG eligibility by:
- Improving academic performance so the student is no longer subject to the applicable academic or progress status.
- Successfully appealing the loss of CCPG eligibility.
- Successfully appealing the loss of enrollment priority, when applicable.
Students Exempt from Loss of CCPG Eligibility
Qualifying foster youth, as defined by California law, are exempt from loss of the CCPG under these academic and progress standards.
Students who believe an exemption may apply should contact the Financial Aid Office for assistance.
CCPG Standards Are Different from Federal Financial Aid SAP
The California College Promise Grant academic and progress standards are separate from Porterville College's Satisfactory Academic Progress (SAP) requirements for federal financial aid. A student may therefore have different eligibility statuses for the CCPG and federal financial aid.
